In the initial stages of their fitness to practise procedures, the health professional regulators decide whether cases should be closed or referred to a final fitness to practise panel hearing. The vast majority of these closure decisions were reasonable and did not present any potential risk to the public, says a new Audit Report from the Council for Healthcare Regulatory Excellence.
